Understanding this distinction helps you select the right product for your specific installation environment without over-specifying (and overspending on) heavy cast iron where it is not needed, or under-specifying with plastic in a driveway where it will eventually crack.
Plastic Water Meter Boxes

Cast iron has been the material of choice for utility infrastructure covers for over a century, and for good reason: it is extremely strong under compression, highly wear-resistant, and virtually indestructible under normal vehicle traffic loads. In the NDS water meter box system, cast iron appears in two forms:
Cast Iron Reader Insert (Hybrid Lid)
The most common cast iron option is a plastic lid body with a cast iron reader port insert. The insert provides the structural strength needed at the critical opening where the meter is read, while the surrounding plastic body keeps the lid light enough for one-person handling. This hybrid design is an excellent solution for residential driveways and light commercial areas.

Full Cast Iron Lid (Commercial)

Cast Iron Limitations
Cast iron is heavy — a significant consideration for large commercial covers that may require two people or lifting equipment to handle safely. Cast iron is also more expensive than plastic. Specifying a full cast iron lid where a plastic or hybrid cover would meet requirements adds unnecessary cost. Reserve full cast iron for high-traffic commercial and municipal applications.

Traffic Rating: The Critical Factor
The single most important factor in choosing between plastic and cast iron for a meter box cover is whether the installation is in a traffic area. "Traffic area" means any surface where a vehicle could drive — including:
- Driveways and garage approaches
- Alley surfaces
- Road shoulders and curb zones
- Parking lots and commercial pads
- Surfaces that could be accessed by emergency vehicles
If any of these conditions apply, a cast iron reader insert (minimum) is required. A plastic cover in a traffic location will crack under vehicle loading — this is not a matter of if but when. A cracked lid creates a safety hazard, exposes the meter to debris and moisture, and requires replacement anyway at additional cost and inconvenience.
In non-traffic locations — lawn strips, landscaped parkways, garden beds, and similar surfaces — plastic covers are perfectly appropriate and will provide years of reliable service without issue.

The American Water Works Association (AWWA) publishes standards for water meter box materials, dimensions, and markings. AWWA C800 and related standards cover service line materials, while utility specifications for meter boxes vary by district. Key material-related requirements typically include:

Cast Iron Hybrid Lids
The hybrid plastic/cast iron lid is only moderately heavier than a full plastic lid and remains manageable for one person. This is the sweet spot for driveway-adjacent residential and light commercial installations — you get traffic-rated protection without the handling challenges of a full cast iron lid.
Full Cast Iron Commercial Lids
Large commercial cast iron lids can weigh 20 to 40 pounds or more. Proper lifting technique and, for larger assemblies, a two-person installation team should be planned. Set the box first, verify position, then install the heavy lid once the box is secure.

For any installation where vehicle traffic — even occasional backing of a car — is possible, the upgrade to a cast iron reader insert is worth it. The incremental cost of a hybrid lid is modest compared to the hassle of replacing a cracked plastic cover or dealing with a water utility citation for a non-compliant installation.
For commercial and municipal applications in traffic areas, the full cast iron lid provides maximum durability and meets the most stringent utility specifications.
